Don Ayotte.. Frenchman? French man, that's probably an oxymoron.

Institutional racism is not only alive in Delaware...

It's institutionalized, where and how?  It's against the Chinese, isn't it?

This seems to be purely political for independent parties and libertarians:
Unfortunately for Paul, two assassinated NYPD officers were the predictable subsequent result of the ongoing Leftist agitation to which he was pandering. He had opened the door for his intra-party rivals to run against him on the traditional Republican issue of “law and order.”
Yet even apart from Paul’s tactical misstep, if he had merely reviewed crime statistics issued by Eric “my people” Holder’s Justice Department—or even his father Ron Paul’s old newsletters—he would have seen that black crime is committed at a shockingly disproportionate rate, triggering a massive response from police.

Paul is too intelligent not to understand this.

...but it has infiltrated nearly every fabric of life.

When you tell Blacks this, you incite them.  I'm against trying to thought police "hate speech"/incitement but it's ironic that you guys (The very people inciting them, usually based on lies.) try to censor based on "hate speech."

Just think of it, we are the home of Joe Biden, the Vice President under Obama, who is considered a mixed race president.

It's not considered or made up like Rachel Dolezal.  That's who he actually is.

You would think this state would be one of the least racist in America, but instead Delaware is one of the most racist states in America.

ENGLISH lesson... and yes, it's English!
rac·ism
ˈrāˌsizəm/
noun
noun: racism
the belief that all members of each race possess characteristics or abilities specific to that race, especially so as to distinguish it as inferior or superior to another race or races.
prejudice, discrimination, or antagonism directed against someone of a different race based on the belief that one's own race is superior.

What is the evidence, how is Delaware "one of the most racist states" in America?

The word racism as used by peasants in America is usually just a code word for being anti-White.  This will show up as more disputes between Indians/Pakistani or perhaps Koreans shopkeepers and so on with African American criminals and heroin dealers recur.  You'll have more of a difficult time calling it all "racism."   Because no one wants their children to become heroin addicts (Do you realize what "heroin dealer" means? That's not marijuana.) or wants to have their shops burned down or looted when what is already occurring as Black mob violence directed against other groups is called another "civil rights" protest.

Note, during the Rodney King riots the Koreans were on top of their shops with AR-15s, shot guns and so on.  I heard that they're like the "fighting" Irish of the Asians.  In other news, their shops were not looted.  There were no rapes, etc.

After his arrest was used for incitement by the media, Rodney King drowned in a swimming pool.

See:
(Police: Rodney King's 'accidental drowning' involved drugs...
CNN)

The fact that he got a beat down during his arrest while everyone else in the car that he was driving was arrested peacefully probably had to do with him being high as a kite on drugs too.

These cases are usually similar:
Early on the morning of March 3, 1991, King, with two passengers, Bryant Allen and Freddie Helms, were driving west on the Foothill Freeway (Interstate 210) in the San Fernando Valley of Los Angeles. Prior to driving onto the Foothill Freeway, the three men had spent the night watching a basketball game and drinking at a friend's house in Los Angeles.[6] Five hours after the incident, King's blood-alcohol level was found to be slightly below the legal limit, implying his blood alcohol level may have fallen from 0.19% while he was driving, which is more than twice the legal driving limit in California.[7] At 12:30 am, Officers Tim and Melanie Singer, husband-and-wife members of the California Highway Patrol, noticed King's car speeding on the freeway. The officers pursued King, and the pursuit attained high speeds, while King refused to pull over.[8][9] King would later admit he attempted to outrun the police at dangerously high speeds because a charge of driving under the influence would violate his parole for a previous robbery conviction.[10]  --Wikipedia
If history is any measure then once implicitly White Constitutionalists and Libertarians (Ready to die over every abstraction in their fair/white little minds, etc.  I can only imagine dinner.  "Give me liberty or pass me the potatoes, now!  Point of order!  Constitutional Principles... or death!!"  Etc.) manage to save him from "police brutality" or whatever, he'll smoke his own hopium and wind up dead just like Rodney King anyway.

And then what will this have amounted to?

Because it looks suspiciously like another fight between people of European descent where the battle lines are drawn over meaningless nonsense.  Is he a heroin dealer?  Is he going to help your children or build up Delaware?
