I’m not going to spend any time debating this, but DHS did not take delivery of the ammunition you keep on going on about. What DHS did was to award a strategic sourcing contract, using strategic sourcing guidelines to save money. Indefinite Delivery/Indefinite Quantity (IDIQ)contract with a base year and four option years. Much of the ammunition will be used in training by local law enforcment agencies, includiing DSP. IDIQ contracts contain a ceiling in both contract amount and product. It simply means when they want to order more, they don’t have award a new contract.
This way I don't have to go back to Delaware Lemming to find it.
I wonder if the lemmings will ever get restless in their lifespans, really restless... i.e. awake and aware at more of a decentralized level. Probably not, they seem to be pretty locked into the idea of central power and government by central authorities, just like Delaware Politics on the other side.
Anyway, I'll check this out later. Although auxiliaries for the powers that be who are incorporated in the chain of obedience lower down in the pyramid $cheme in Masonry* and Big Government tend to be faithful servants that don't really know what's going on in general. That's the whole point of the all seeing eye at the top, etc. And that's who wrote this comment.
*Jesuits, still using their faithful servants to build national Cathedrals on the backs of the poor after all these years? You too, could be a worshipful master at a higher degree! They'll let you know what's going on eventually. (The fine print: Just kidding.)

Ok... I read more about it. DHS is "prepping" in the sense that they'll have the ammo in the next five years, exactly when an economic collapse seems to be scheduled.
