There are a couple psychological layers there. Leave it to the Simpsons, I suppose.
When people think that something is to be had by being a Victim they sometimes begin to write victimization scripts. It's common in politics now, claiming discrimination is a path to power for all. No one really says what discriminations that they actively support, just that they are passively discriminated against. So whoever can be the most passive will get the power to make their discriminations. This is really showing up in the American Judiciary and the "legal system" because of the mental incompetency to be found there.
